Venetian Galleass! And I suppose Bucentaur. VG is bound to be cheaper; Refitted Venetian Galleass was often used for Nanban Row Grind.

Basicly anything "Galleass". The already mentioned 
Venetian Galleass but also: 
Heavy Galleass, 
Neapolitan Galleass, 
Ottoman Galleass, you could even build a 
Real for trade. Everything with a base hold around 600 here on Ivyro ends up around 1k cargo at max build.
If the 40+ battle level are a problem, a max cargo
Transport Large Galley has 770 cargo, iirc, nothing to write home about but also not bad for it's levels.
If you want more then 1k cargo you would need to wait for
Transport Longship but that takes a while.

Iirc, Modified Stacked Turtle Ship has the largest cargo hold of any turtle ship.
