^To be more accurate, you do not need the SECOND chain anymore, only the first 2-quest chain, which includes At the end of the Caribbean followed by A culture without water. After that, you simply need to take the quest "Introduction to Astronomy" from St. Petersburg's Adventurer Guild (requires only German and Italian languages; body language appears to be sufficient).

This assumes, of course, that you have access to St. Petersburg; if you do not, you'll need to chart the North and Baltic Seas and complete the quest "Delivery Request to the Capital of Russia" from the Stockholm Business Mediator.
