Is there any other difference leveling a favored skill and a expert skill besides the fact expert +1 and can go til 16 instead of 15?

No other difference, rumors said expert level faster but clarified by gm there is no such thing

does one have to be a pirate to get this job? or could it be possible to get quest still with requirements of : 12 Swordplay, 12 Plunder, 14 assault and pay 1mil to get into Nassau?

you dont need notoriety to do the quest, finish all the chain and you'll still get the card
BUT
you'll need 3k notoriety to change job to Filibuster

Once used the card to change into job. How do i change back into it? I need to do the quest again to get another card to change into it? Or speak to the guy at nassau again to change into it?

It's a fair question, you do NOT need a card to change back into a job you previously had, but this job is a little different if i remember right, so the question remains, can you pay the 20x ducat penalty and change back into this job like you can otehr jobs or must you obtain the job card again?

ok so i changed jobs recently from Filibuster to something else...
but i kept my notoriety at 5k+ when i went to do the quest again i only needed to do 'fear's call' to get 'Blackbeard's note' and return nassau talk to creepy man change to filibuster

yes other fleet mates can use your skill to get the quest, one other thing I remembered was you need like 3500 noto to change into the job and once in the job your noto does not fall below a certain lvl but I don't remember the numbers for sure

I wish players would get that notion out of their head that they MUST have an astros ship to be able to succeed in anything. You don't! While having one does have SOME factor and may help make things a bit easier, it's not absolute. It's all about your skill level, strategy, and experience. Know when to fight, how to overcome your opponent, and know when to retreat. And for piracy purposes, player made ships are fine. I dont know what your levels are, but at battle level 46 you can sail a Turkish Galley which makes a good pirate ship early on IMO.
