Yes, you can obtain the endorsement but cannot switch to job until you meet job reqs.

Not necessarily. Consider adding together the various Evasion boosting items presently in the game:

2 (several different weapons) + 2 (Godly Helmet) + 2 (Admiral Justaucorps) + 1 (shipwreck item Gaiter Boots or Euphrates Landing "Search" item Babylonian Soldier's Boots) + 2 (Count Egmont's command staff or shipwreck item "Amulet of Skilled Mercenaries") + 1 (Aide with Skill)

That combination of items gives plus +10 to Evasion. +11, if you are a male character and have the rare Cesare's' Favorite Gown in place of the Admiral Justaucorps clothes. Or, you could simply fleet with those who possess a high Evasion skill, and complete the quest with their help.

The job card requirement is a bit high at first glance, but the nature of UWO is to encourage strategic planning, and especially to have players work together with others to accomplish more than they could have done by themselves.
