Commerce: Jeweled Turban, Great Rulers Orb, Feathered Bonnet, RIBS, Salmon menuire (3 points for 35)
Culture: QMPs, Discovery cards, Amulet of greek god/goddess

3. What to deliver to develop Commerce?
- upgraded trading ships at shipyard (unknown effect)
- inventory items to shopkeeper
Many different items can be delivered; both crafted, found using search or in adventure quests or battle drops, but the most cost-efficient appears to be the following ones:
Jewelled Turban, (sewing r8,
Fine Hat Sewing Book) Can also be obtained from search r8 in Alexandria mosque. Deliver 5 jewelled turbans a time. To deliver more, need to reset (travel to another port / sail until city lights disappear). NB! Only the red jewelled turbans will be accepted (great success is OK). The white ones that can be found using search in Istanbul mosque will not be accepted as contribution at GC, unless changed using a dye kit. Those from Alexandria mosque should be fine.
Salmon Meuniere, cooking r6. Deliver 200 a time. One inventory slot (200) salmon menuiere seems to give about same or slightly less commerce points than 1 jewelled turban.
Great Ruler's Orb (+1 leadership amulet). About six different archeology quests gives this amulet.
Harlequin Outfit Book and
Clothier's Book (sewing recipe books). Plunder from Genoan Merchant Fleet in Mediterranean. Gives large number of development points, but are valuable items.
If ducats is no problem, both
Jewellery Cut - Red Book and
Jewellery Cut - Green Book can also be delivered (2 mill D investment, Ceylon and Zanzibar, respectively. NB! will not get it again if present in inventory). The books from plunder should give 3 times the points of these.

4. What to deliver to develop Culture?

What discoveries can be delivered changes and seems random. Discovery card 'Firefly' raised culture by 3 points, and gave 1 PA. Can't say more about it than just check every time you are at GC to see if you can turn in a discovery card.
- inventory items to shopkeeper
Again, many different items can be delivered, including QMPs and request investment papers. Again, 200 of stackable items and 5 each of non-stackable items. Cost efficient ones include:
Freya figurehead (handicraft r13, Scultpting-Norse Mythology).
Danu figurehead. Found by search r13 close to bookstand in Stockholm church. Dwindor reports he found 10 in an hour at search r14, I found 14 at r17. Can also be found at 2nd area outside Dublin by the pointed rock, but apparently at lower rate than in Stockholm. Gives about 3 times the points of Freya (5 Danu gave 19 PA).
Amulet of a Greek God /
Greek Goddess Amulet (+2 art).
Amulet of the Moon (+1 archeology) from arch r9 map in Marseilles to landing opposite Cairo, but it is not 100% repeatable to obtain the item again.
Degarine (sewing r9, Mode Design Vol. 4)
Nativity Alb (sewing r15 from Priest's robes sewing book, requires also Mode Design Vol. 5, dropped by Venetian Merchant Fleet). Gives a lot of Culture development points (3 X Degarine), about same as Danu figurehead (5 albs gave 18 PA).
Funeral Alb, unconfirmed but may possible be found by high rank search (r14+) in outskirts of Candia, by landmark (grave) in Northwest. Gives massive development points (5 X Degarine). Unconfirmed.
For armament development, btw, the most cost-efficient items to deliver was
Hardened Copper Plating and
Hardened Rosewood Plating to shop keeper.

Limitations
It is certainly possible to make a large number of deliveries in a short time just by leaving town and return. You won't see the effect until the development numbers are updated, every hour. But, apparently here are limitations on how much development can be done per hour. I'm not sure if it is capped per player, over all players, per item or delivery, or per development class. My guess is that only the first 35 of the same item yields development points each hour per player. (Edit: this seems to be correct from our experience one month after this was originally written).
How many points your deliveries are worth not only varies from item to item (see lists in Taiwan and Japan wikis, NB! points given for full delivery of 5 items), but can vary from time to time also. This is because rewards are greater when the item is for the least developed class, and less when it is for the most developed class. For example, salmon menuiere gave more points some weeks ago than it does now. The reason is that the commerce level of GC has now passed the culture level.
