Maybe you should try Calcutta? They sell Silk Thread there, and it's quite good for grinding sewing at many levels (starting with Embroidery Thread at r6).

For those willing to arrive to India quick, you just need to do some "Battle Reports" quests, even the r1 quests give a good amount of fame, easier than doing the story-line or trying to get fame by other means.

I tested this actually with an alt, a single Baltic BR gives enough fame for all the permits.

I would rather earn adventure fame for port permits because fame acquisition is halved after reaching 20k and adv fame is the hardest of the three to earn.

When I was working on another character a few months before the game closed, I noticed that only applied to the category you got 20k+ in. So although you stop earning bonus experience and fame once you reach the threshold in Battle, for example, you will still earn bonus experience and fame in Trade and Adventure. That is, until you reach the threshold in those categories too.

We don't know if Papaya's going to keep that experience/fame/proficiency boost mechanic yet, though.
