I'm not certain I fully understand your problem, but if you were trying to create an ornament from this discovery, it can only be in Genoa at the sculptor, and only if you have the discovery card in your possession.

Now if you've made an ornament from this discovery before and not yet re-discovered The Last Judgment, then you cannot make an additional ornament since you still haven't replaced the lost discovery card from the previous ornament's creation.

The steps are right, the city is too, and it looks like they work on Japanese servers:

However, GAMA may be glitched as the ornament option won't show up for someone I had visit Genoa with discovery card in hand. Sounds buggy to me, so I'd report it in the UWO bug forums; hopefully it can be fixed at some point.
