caracas only has skill bookshelf 4, dont have 5, I invested more than 500k but still no. does it matter with development?

A couple weeks ago a friend had the same problem and we figured the port needs to be in central capital status for the bookshelf 5 recipe to appear. That means culture/commerce/armaments levels all three over 40k. Status check & update happens every Monday some point in the morning server time.
So what you can do atm is try to "Present Discovery" to the Caracas port official and if all three values on the right are over 40k, then at some point tomorrow you'll be able to see that recipe, otherwise venetians need to look after their caribbean territory :-).

How does this bookshelf work ? let say my skill are 45/45 i store 5 skills so it will be 40/45 ?
and then if i learn another 5 skill so 45/45 again can i interchange it with the bookshelf ? or i need to clear 1 slot for the change ?
before all that i should ask this store SKILLS right ? not recipe ?

Yes, this item allows you to store character SKILLS, not recipes. Stored skills are unusable while stored, but it is better than deleting a skill and losing all your progress; they can be retrieved at any time from your quarters, or from a Scholar in any city throughout the world.
But the storage process takes one twenty-four hour day per skill rank level, and you can neither use nor recover a skill that is in the process of being stored during that time.

Use Ctrl-F to find "5-A." -- it is a section that covers Skill Bookshelves in slightly greater depth than I have done here, with screenshots included for easier reference.

okay new question after reading the guide , it says there the durability of the bookshelf decrease everytime u use it , my question is can you replace the bookshelf without deleting the skills inside ?
example i have 45/45 skills and already 5 skills stored inside the shelf and the durability is 1 , i get a new shelf so can i replace the old shelf without losing the skills ?
question 2 ....................... what happen if i forget and the durability gets to 0 while there is skills in it ?
sry if asking much , the guide didn't explain this

1: I've replaced other pieces of furniture without losing their contents, so I'm sure the same principle would apply here. The new furniture simply overwrites the previous furniture without contents being destroyed, though be sure you replace it with a similar kind (5-shelf replaced with 5-shelf) or a superior one (4-shelf replaced with 5-shelf) to avoid losing the extra storage slot. Furniture can have its durability restored with
Master's Repair Tools items as well.
2: I'm not so sure about that. Never let any of my pieces of furniture break with something still inside them, Bookshelf or otherwise. It'd be easy enough to test with a cheap +1 slot furniture item for trade goods or something, and then store items until it breaks, I guess... you do get a notification each time durability points reach certain levels, typically every 5 points, and equipment/furniture informs you about its durability every time a point is lost when it hits 5 durability or below. So it's really hard to lose something to durability hitting 0 without having sufficient warning.

I tested furniture breakage! With a +2 item furniture add-on, but it was quicker and cheaper than a Bookshelf, and less risky.
So, furniture only notifies you about durability loss every ten points, but when you hit 10 and below, the number becomes red. And when your furniture breaks, your items aren't lost; they're still retrievable from your quarters inventory. It probably works the same with skills? Just an FYI!
