In order for the recipe to show up, you need to clear the pre-requisite quests for transmutation.

1. Legend of the Labyrinthos
(Recognition 1, Archaeology 1, Theology 1)
Venice Adventurer's Guild.
(The land charting pre-req that had its requirements nerfed)

2. Chart West Candia and Inland Crete.

3. Land of the Legendary King (Search 1, Archaeology 1, English)
Stockholm Adventurer's Guild.

4. Egypt and Atlantis (English)

5. Go visit your nation's capital. When you get prompted that you got an invitation letter from Paracelsus, you're in the clear.

Hope this helps anyone wondering why the recipe wasn't at Paracelsus even with the proper ranks.
