Why would one want to spend so much when the ships are so cheap?
Original skill is not really useful on these since you cant get arms/management/navigation when you have the levels to sail these ships. Or am I missing some info/knowledge?

There are a few things you are probably missing:
1, You might want to use this for its skills in a ESF as its a Standard size ship (though I would prefer a Tactical Galley)
2, A ship built from parts can have its overall hull size changed at time of build. Which you cannot do with a pre-built ship bought from the NPC until you improve it with FS parts
3, A ship purchased from the NPC already has one of its improvement slots used, so you need to spend $5 worth of NC credits just for a dismantle permit
4, Compared to building ships directly with the NPC Shipyard's. Building ships out of parts gains you in effect 1 free improvement slot, as you can add 2 FS parts at the time of build.
5, If your willing to go through the hassle of building this size of ship from scratch with parts (for the above points). The money saved by buying a NPC built version and improving that probably isn't an issue to you at this stage in the game.
