They can be bought in the second largest city of your nationality. So Porto for Portugal, Plymouth, Valencia, Calais (I think). They require an investment in the city to see.

The general hulls are used to build ships like Carracks and caravels. So you can make them faster or give them skills. The Flush Deck hulls must be made by you and are used for ships like Schooners and Clippers

Not all the skills work with all ships. But you make a Transport Carrack with +45 +15 sails or extra cannons or durability.

There actually reasons to build such ships for company members though they are very hard to sell as low level players don't realize how having a Transport Carrack with 335 cargo and that is as fast as a dhow can help them
