Does these effects stack with the ship skills?

For non-steel phantom panelings, as well as "national" steel phantom panelings, I can confirm that their defensive effects DOES stack with Monster Battle Armament (MBA).
I've personally tested it extensively with one of Azure Cetus' attacks - for the "bite" attacks, the max damage possible on a 172 armour ship with nocturnal phantom ("less damage from phantom monster rank 1") but without MBA is 440 - while on the same ship, 172 armour but with MBA the max damage is 395.
I have yet to test on phantom steel panels with "Less damage from phantom monster rank 2". I'll edit this comment once I do.
TL;DR: MBA and phantom panels' defensive boosts stack quite noticeably.
