All 3 Steam engine parts can only be made at your Nations Factory when in IR status, not at Manchester nor other nations Factories as I tested this myself, I didn't see this at another nations Factory while in IR status

An additional problem is that according to a JP wiki, there are two kinds of Industrial Revolution: Normal (only half of the factory's recipes appear) and Great Success (all of the factory's recipes appear).
The latter status can only be utilized by players of that nation as Dukester said and it probability of triggering is likely tied to the Union activities of that nation's players -- meaning this part and other Steam Engine ones may not always be available to produce.

To add Guilder and Dukester's claim, even if other nation got that 'Great Success' type of IR, you are still can't use the recipe because that factory's recipes (for example, the notorious Canned Bagel Sandwich and Canned Marble Beef Steak recipe) are meant to be nation-exclusive's.
This is stupid system because not only we have to deal with the RNG of drop rate and RNG of Nugget Exchange/Gem Exchange, now we also have to deal with RNG recipes as well. Who in the UWO developer team who think that's not a stupid idea.
Imagine you want to bake your granny's ol' Apple Pie and you can't do that right now because apparently, you have to wait until the recipe appear on your granny's ol' reliable recipe book. Cool.
