If I put a panneling with SSIP to change colour and ship material and then reset the ship with special shipbuilding dismantle does the ship retains the panneling color, material and benefits of the previous SSIP modification?

It will retain color and it will still be 96% sails and 141% durability. It will also retain any ORIGINAL skill it had on it and it will retain anything added via fusion. Ship handling proficiency is also unaffected. Other than all of that it goes to 0 improvements and every improved area is reset to +0, allowing you to start over with a boat that has official paneling.

This is why you panel and then reset, it gives you the armament slot back.
