    Through FS, i think it has to be added at the first of mods in order to have effect upon the ship, altho i might be wrong

    add on initial FS build
    (no NC Special Shipbuilding Improvement Permit-(SSIP)required)
    or add on 1st improve ,(3NC SSIP required)
    then dismantle -(panel/color remains but slot is free)
    and restart improves again
    SSIP - NC1000 = 5x SSIP, 31 needed for 5 improves on Heavy ship

    compared to what? National panel is usually 1-2 v/h faster than iron panel... I wouldn't go putting this on an adventure or speed ship tho because it will slow and wood ship down.

    national panels are improved iron material (slowest), so wood ships remodeled with this plates will be slower...

    For pure speed, go teak (or cedar or red pine if ship is built that way), for durability, use national panel.
