        maybe development of porto(and nantes, and ragusa) is very low because another country's player can't invest.

        the Handicrafter makes the hull not the SB

        it's handicraft skill with shipbuilding supplement, you can't leech the handicraft to make this, you have to have r5 handicraft and you can leech the shipbuilding tho.
