This comes from r17 Storage r11 Management 'Canning Bagel Sandwich' in your nation's IR port only if there's a factory on that port. Needs 105x Bagel Sandwich and 10x Tin Plate, and so far i don't have any GS from making these.

To further add to Alrns comment, YOUR nations IR port must be in Booming status for this recipe to appear (you can check by going to any major port that has a Business Mediator and clicking on Nation Status with him), so even if there's a factory there, if its not in Booming status... you cant make this. You also cant make this in other nations IR port either, regardless if their in booming status or not. I guess it would be too easy if you could make it elsewhere and not wait...

I have 10+7 Storage, 10+1 Management, Viana de Castelo is booming and i am Portuguese. But the recipe is not there, any idea why?

iirc Guilder says before that there's 2 type of Booming status: the normal one, in which half of the recipes appears in the Factory & the Great Success one, in which all of the recipes appears

Correct. And there's really no way to tell them apart other than by visiting the industrial town while it's in booming status and checking one of the recipe holding machines. I don't quite understand the logic of that, but judging by JP server content (which is still two updates ahead of Maris) it's not going to change any time soon.

Ah, thanks, that's quite confusing. BTW, now all the recipes are there and we are in "Stagnating".
