The amulets are tradeable, but the charms are not.

The 2014 Oct beer event frankfurt square beer marketer gives this in a set of 5, after you complete his mission. The other two NPC at the square might gives this too, i cant be sure

sadly, only he gives this. the boozy historian doesn't give any other reward, while the beer courier gives Amber Hairpin +2alchol trading,+1persuasion, same as the one from Riga.
