I just searched something in ivyro and stumbled upon this name..
I never see any NPC with this name before, so how could this be obtained?

I remember wondering the same. If you compare and contrast this name in Japanese (from the Event section's barmaid Persuasion dialogue tree), it seems to be the Athens barmaid, just translated a bit differently than we're used to seeing.

However, only the 'Seven Flowers of UWO' (the 7 player faction barmaids) -- those who are named in the Flowers from Home MA -- actually give out presents when you earn their favor. These other barmaid/barman present items exist in the database, but they cannot be received no matter what you do. Perhaps they were planned and never finished, or perhaps they were available during special events which never happened in international UWO?

Either way, unless there's been a change which I'm unaware of, you can't currently obtain this item (or any of the other non-MA tavern presents). Cheers.
