I got New Year Box in Marseille, but Gift Ticket in Venice. Maybe you can only get the New Year Box once, and then Gift Tickets from the remaining female NPCs scattered across Europe?

I've gotten both New Year Boxes and Gift Tickets. I'm guessing it's a 50/50 random chance of which reward you'll get (kind of like with the Cat Priestesses).

Gift Tickets from London and Venice. Boxes from Amsterdam, Lisbon, Seville, and Marseille. It's not random, it's exact.

The box from Lis and Ams contains some valuable items,
but the one from Sev and Mars is no better than a garbage.

Interesting. Well, either those were missing from the overall list, or because there are five unique New Year giftbox items in the game with the exact same name, it could also be that 2016's drop table will be quite different from last year's. Only KOEI's devs (and possibly OGP GMs, if permitted by KOEI) would be able to say for sure.
