Can I get this map in any of the E Coast of Latin America archives belonging to any country that have central capital status or do I need to go to my own country's colony archive ?

From my own personal experience, any archives in E Coast of Latin America that has Central Capital status will suffice for getting treasure maps like this one, even if it isn't your home nation. (Though if any seasoned players know better, please do chime in.)

How do you know the Culture level and Central Capital status of the cities containing the archives ?

I only see a development level or something. Is the development level actually the cultural level of the city ? If the development level is the cultural level, how much level would be considered central capital ? I have been trying to read archives for theology and not a single theology map spawned. I have r9 theology, max search level and r9 unlock which I could equip some item to push my unlock to r10.

Central Capital is reached after the 3 fields (culture, trade and maritime)exceeds 40k

to see actual values, try to present a discovery to city official, or donate to shopkeeper. in that new window actual points are displayed.

... city official, shopkeeper, shipyard master have a button that allows donating things to develop the town, clicking that button opens a new window where you can select items or discoveries to donate AND shows the cultural, trade and military points.........................
