I think it's just quite rare. Never heard of any hidden reqs for scholar maps, but it does help to have the skill in question as high as possible (in this case, appraisal, even though it's not on the map itself).

Mhm perhaps its because I did it with r13 search thinking that the minimum req would be r12. Oh well I'll try it again when I get r14 ^^

This nifty treasure is buried just a little bit northeast from the Red Flowers closest to the Naples gateway on the map. Contrary to the current icon, it's actually the blue version with +1 Assault and +1 Swordplay!
