It says "UNOBTAINABLE" meaning it's not out in GAMA (yet).

or maybe database haven't updated yet ? i saw some of those items in Compshop (not the shipwreck or quest rewards ones ) or maybe they were from Treasure box ... any upto date info on this book please ?

To date, the book itself remains unreleased. The following items have been released as bottle drops:

I had hopes for this book being released someday, but with three of its outfits having been available in the Sailor Bottles, I suspect it may never be (would love to be wrong!). I do hope the remaining outfits will be made available, at least.
