it is, i saw the recipe the other day, but you need to have the skill to see it at the shipwright npc and have invested 1,5 mil on a max deved capital, altouigh its very hard to have 18 casting and 18 shipbuilding at the same time, since there is only one known item to + on casting, and it goes on weapon slot, making the max obtainable being 17 casting on shipwright job, so you need to either fleet a blacksmith or use the +3 to trade skills NC item

wud not recomend using NC to get em atm there is tons of em in bazzar from T-Box for 10-20mil, think id wud be wast of money(both ingame and real) making this atm.

for this recipe you can have a shipbuilder with the correct rank of shipbuilding in your fleet if you are a caster
