With refined casting it gives 3 gold with a normal success and 6 gold with a great success.

Yes Pinnacle it's available in Havana's Craftsman after some investments (it's NPC recipe, NOT a book repice) so you have to haul your gold dust to Havana and do casting there

I have invested 1m and have Casting at r13, another alt has Handicraft at r13, but the recipe didn't show

I don't know if you could leech skill for this recipe but I have both casting and handicrafts in one toon and this recipe does show up. I maxed casting and even refined it using this recipe after R13 and up

I tested it with some alts and the casting toon could leech the handicraft from another alt. As expected the handicraft toon could not leech the casting.
