all plundering is recommended to be done at r10, but there is always a chance of getting it (however miniscule) at any rank

Confirmed (by GMBewmaster, R10 its recommended, since there is not minimum of Plunder Rank required to be plundered from Cebard Fleet, but, plunder at higher rank doesnt mean you get higher drop rate, it stays the same, but what it is affected is the traits of your aide if it has Seize Cargo, the higher the traits, the higher the rate of plundering book, also, ambush does a x3+ on plundering rare items and also now that college is out, it would be even easier
