no it is in Candia. I got it as above says with 300k investment at Candia.
If you have the book already you can't get the second one, but if you lost it or gave it to someone else you can get it by investhing again. If you have all the conditions but can't get the book then it might be a mulfunction or a temporary bug ,if so make a bug report at uwo forum of netmarble.

Double check all the possible places you could have put it. Quarters, vault, binder, shared storage, strongbox, and of course inventory. You can't get investment reward recipe books again if you have one anywhere on your account.
