How to get this: Medicine trading rank 15 required, handicrafts rank 8. You also need 30k of trade fame and medicine trader job. Spawns in Naples, after using about 25 QMPs. Trade graduate title is required for it's spawning. I tested it myself, Jap. wiki lies!

i have 200k in each catg , R7 merchandise knowledge
took me 5 qmp to pull this although i dont have medicine trading or frn

Quest requirements aren't always mandatory to pull a quest, just what is needed to complete it. Not really sure when it is and when it is not since you can't prove a negative. (Unless an insider lets you know if someting is a real req for pulling all you can ever say is you haven't pulled it yet).
