Easiest way to get this is to sit outside Santo Domingo docks and wait for John Hawkins. Use a couple of the Letter of Appreciation from Seafarers and "Receive Endorsement" when he comes out, talk w/ him and you've got it!

Keep an eye for the spanish fleet Andrea Giege in same area (he sails around Sassari - Cagliari or Tunis) as he gives Sword Fighter card as well
