Merchant guild card can be obtain by finishing a quest called "The Merchant Guild's Predicament"
The quest can be found in all capital ports...
Different ports requires you to bring different trade goods to finish the quest....
Requirement needed before you can even see the quest is 500 fame in trading, Rank 1 Accounts and the port's language...

you wont see it every time you try , you may need to burn through a few qmp's talk to the usual guy for trade quests:

"The Merchant Guild's Predicament"
