If you read the memorial album it says that this fish is unobtainable. I only say this because you must have half-way read it to even find this entry or have any interest in it. Now seriously, go read it this time and it will even tell you where it will be obtained from.

I caught this very quickly inside of Sakai, just down the steps from the Port Official, once I had my fishing gear equipped (R17). I fished for quite a while at R15 and didn't catch one.
