                I catch herrings outside London all the time.

                North of Edinburgh, go really close to shore, and you'll get HERRINGs, Sardines, Salmon and Cods there too. It's good for making preserved Herrings and Steamed Cod, if you have Wine on ya. Any part north of it works, as long as you are close to shore so you can get Lumber, Salt, and Herring at the same time.
