It's always been only available at those 3 ports listed above, and their not sold at certain ports during periods on world clock either.

It is in fact possible to buy these from another source not listed here: Company Colonies. Specifically, the 'Manufactured Goods' market. I've seen these very recently in the Charbonnerie colony up by Newfoundland, along with Embroidered Threads. The tradeoff is that you can only visit company colonies if you've registered them in advance/belong to that company, and every colony is unique, so YMMV when checking their available goods.
