I have a question for everyone. I can't see (get) Flannel at Edinburgh because I'm Dutch and can't invest to make it available. If I were to fleet with with an English at Edinburgh, would I then be able to invest?

no if you are not english you cannot invest in edinburgh, you can however make this with rank 7 sewing using the fabric fine cloth book.
