I found the Swamp Landmark at Sth Vera Cruz to produce these and large leaves quite well.

with a certain chrono title u can make improved rope by the Adventurer npc in venice...which seems totally useless if u can get the sisal in veracruze and make it there :(

Well not totally useless. In order to make Improved rope you would have to go to Veracruz, which can be dangerous if the waters are unsafe. A safer option would be to go to Willemstad or Caracas, buy the sisal and then go back to Venice to make the rope.

It would take longer, and I don't really recommend it, but it is the safer way.

There's also a recipe for making Sisal in the "Fabric secrets- Hardwares" book, 5 Large Leaves -> 1-2 Sisal. The book is availble at the Shopkeeper in all 6 Starter Cities, and every farm islands has plots that can produce Large Leaves.
