your only gonna pick up 5 max no matter how high your coolection rank, or maybe 8-10(not sure) with college skills, theres plenty of item that boost collection, but its relatively cheap and you can port reset Alexandria/Cairo n buy it...

College skills don't even break the hard cap of 5 items max per collection/procurement. They just make it more likely that you get 4 or 5 per round as opposed

Yep, only feasible for fishing (or procuring supplies), to break the 5 cargo cap.
The minimum collection level for cotton is 3, and just as guys suggest here, having the oxford skills Field activities 1 & 2 stacked, you'll gather min 4 each pickup. Which makes the collection level pretty much irrelevant to be any higher.
