Okay so can confirm after 1 mill investing in Santiago, Porotbelo and Merida that it's not there.
Also went on some unconfirmed info from Skuizaan that it could be at the LP above Tumbes. Went to three collection points with R13 collect and no luck.
Both JP and TW wikis say it's in Merida. I'm wondering if it may be a port development issue?
