In abundance in the Gulf of Mexico landings and outskirts with proc r8+. Any landmark in Merida outskirts, SE Veracruz or SW Gulf of Mexico landing seem to yield equally high quantities.

According to the Procurement table (accessed from this side on the left; look for a link titled 'Procurement', a bit below the Skills/University links), R8 Procurement skill is needed to acquire this trade good at Merida. Although the listing of procurement zones and goods is far from complete, I would guess R8 (with or without boosters) is needed, period.
