    Most of the time it's a cash shop item; more specifically, released occasionally on Treasure Cove/Captains Ticket. I think you could also get it in-game from a Halloween event we had a year or two ago.

    When used in Transmutation Alchemy production (normal or Legacy) this item guarantees 100% transmutation success. All ingredients will be lost including the book itself, but you will receive your desired item as a trade-off.

    It is sometimes available in the Cove/C-Ticket, and certain UWC packages as well.
