Do you have to defeat them in Deck Battle or will the "normal" melee way to plunder rare items also work?

Extensive testing indicates that the NPC fleet has two sets of drops: one for ship battles (sink by cannon or enter melee and rob by aide with seize cargo skill, with or without Oxford's rare item plunder skill active) and one for Deck Battle (catalyst items and magic seals).

However, it is possible to reduce the number of Deck enemies by sinking other ships in the fleet and leaving the admiral alive. This may be a better option for those who have trouble assembling a large and powerful enough fleet to challenge the Emerging Pirates in Deck Battle.
