No it's not. It wont even appear in the Use Item selection when your battling another player.

While exploring the Labyrinth dungeon, 12 of this item dropped as an after-battle reward. I wasn't paying much attention to the enemies at that time but I recall there were Lv50 and Lv51 enemies, both named Treasure Hunter. If there was a rare enemy in the group as well, I'm afraid I missed it.
