This was supposedly obtainable by exchanging Ganador Coins from doing the new Emergency Ganador. Does anyone can confirm the existence on this item in game? Or maybe they pulled the "Plain Flag/Anchor" removal to this too?

Can be obtained from Odyssey Chest from Further Research Quests. Definitely rare and the Emergency Ganador is better source.

The Sailor equips stacks their effect even if my ship have it at the maximum? For example, my ship is a g6 Long Schooner with the Turn speed moded to max. If i do equip a sailor equipament that increases the Turning speed, it will afect my ship?

This is available in Item Shops at major player nation cities (London, Marseilles, etc.) for 150,000,000 ducats each -- but only from 9/11 until the start of maintenance on 9/25.
