You can obtain this randomly when buying support permits from Merchant GM in any guild. Just note the purchase can be done once per day and you cannot carry more than 100 support permits.

This item cannot be used except when a Holy Roman Emperor election is occurring.

Random (mostly useless) observation: when Holy Roman Emperor election is active and allows these invite items to be used, these could (in theory) be used to help teleport to Frankfurt when unlocking Legacy quests involving Franz that require you to go to Frankfurt, then go very far, then back to Frankfurt, then go far *again* to finish the quest. Just a thought, I haven't tested it yet. Cheers.

Reminder: due to the ongoing Emperor election, these items can be used to skip an annoyingly long trip from Basra to Frankfurt for those who are planning to do this new Legacy unlock quest:

The Election hasn't actually started yet, so you need to wait until it actually starts in order to use it
