      Those expansion tools are actually plunderable from rare npc fleets or ambushes, however this applies only to JP server or any other P2P server. In F2P server like GAMA it got scrapped as they believe it will lower the income they get.. (which is in my opinon not the case)

      It is sad, but we can't help it x_x
