      Sure, it's in the Astro Shop under consumables. And it costs 139 astros.

      According to OGP's newsblurb on the loading screen, "Many Expansion requests and permits are made tradeable in the Astro Shop, now you may buy it from other players." Which expansion items this covers, however, I'm not currently able to say.

      Not right now. It's only obtainable through cash shop when it's up on sale, which it isn't at the moment.
