It has a very specific use, could end up being a key item in deck battles with multiple players on both sides. Absolutely useless when solo.

How exactly does this item work. I tried using this on a fallen mate in a dungeon battle. I saw a little angel next to his name but he still couldn't move

You need to have this item on your registered land battle slots, then click on your defeated fleet member and then click the item. It does'nt work straight away though, there is a bit of a wait before your fleet mate gets back up to continue battling.

I've timed it, and the "wait" seems to be 30 seconds or so before character revival.
