You can get the regular ones in Seville company shops for 500k. Not hard to find at all.

No clue what the difference is with "Custom" ones.

For those curious...

Male characters get 16 possible styles, 13 of which are the "start-game" default. I recognize #14 as belonging to Frederik (Dutch storyline NPC), but #15 and #16 are seemingly unique.

Female characters get 17 possible styles (not sure how many are "start-game" default options). #13 belongs to Liza (English storyline NPC), and the rest are seemingly unique.

A comp-mate bought some of these tools for under 100mil each, but the price will always vary from seller to seller. Good hunting to those who want them.

Please note, this particular item only allows you to access hairstyles from 01-16 (men) or 01-17 (women). The rest of the hairstyles depicted on that reference page come from different items.

One example is the Aphrodite's Mirror which I believe grants access to all the above hairstyles, plus a few not shown in the reference screenshots. I hope this helps; cheers, and great online voyaging to you.
