Snowflake pattern, according to an old UWO Facebook post. If you google search for "sail paint type 11" (including the quote marks), you should be able to find the post, and an image of it as well. Look for '(Closed) [Event] Eat Better, Eat Together!! - Facebook' -- should be the third and final result.

This sail paint is available from the first half of 2014's Christmas quest. Just talk to Claus in front of Lisbon's church, accept his quest, then beeline for the West Morocco landing zone and talk to the red Santa apprentice, Moroz. Oh, and contrary to what the game says, you don't have to stop and talk to any of the kids to receive this item from him. It'll be available until the 16th, 3:45 pm OGP time.
