Let me see if I got this right, with an original ship permit I can 'Build Original Ship' and add whatever ship skills I want to the ship? As opposed to adding only what is optionally available if I were to just 'Build Ship'

You can add a skill to ship, you cannot add any skill to ship (eg. emergency acceleration to many ships), it adds you a skill to a already built ship.
