the level 55 npc's outside of Portobello and Cairo (the imperial quest npc's) drop these regularly, more than you will use when fighting them.

I have the displeasure to say, that I have checked out whether the claim made by "Lewis", that Australia towns sell these has turned out to be untrue (at least with my observation). I have invested in the towns as well, and no Asclepius elixir has shown up at the item/shopkeeper. Maybe there is a chrono-title related to this, (so far Jap wiki has not said anything about this on the World-Clock item page) but once I survey and chart the Oceanian regions, I will be able to completely confirm/debunk this claim. If anyone has charted the Oceanian regions, feel free to post on whether the claim is true or not (leave your ign). It is most likely a troll.

According to survey map information, no item shop in the Oceania region -- Australia, Tasmania/New Zealand, New Guinea, Guam, Hawaii and Hiva Oa -- sells this item. A pity that bit of misinformation went close to four years without correction.

I have been getting these items in reasonable amounts from the Atlantis dungeon, and recall usually obtaining them frequently enough in the middle and lower floors of Fort San Domingo. Perhaps other EA dungeons yield them, also. Otherwise... unobtainable but for NPC plunder, or through Alchemy.
